Action by Local Government minister The Honorable Melissa Horne is required to intercede as Indigo Shire Council senior management and Councillors have failed to arrest the decline in infrastructure and services as identified for many years in the Local Government community satisfaction surveys.
A lack of prudent expenditure over the last 5 years coupled with an excessive over reliance on external taxpayer grants for additional non-essential assets has lead to increasing financial pressure and rates will obviously rise more rapidly. Average general rates appear low but this has been artificially created by using Council imposed ratepayer funded levies that pay for services that should be covered by general rates. In other words council has to a degree being less than transparent and has created a false impression of low rates.
- Lowest overall performance rating in over 10 years
- Failure to priortise essential infrastructure
- One of the lowest & worst performing councils (Overall indicator, Vic gov't Survey 2023)
- Uptake by council of non-essential grants inducing reduction in rate funds for infrastructure for roads, drains, flood reduction etc.
- Since 2018 repeated annual decline in performance
- Investigation and report on lack of true engagement and implimentation of community needs
